Evaluability. The program has a good diagnosis which identifies main deficiencies and their magnitudes. There is a monitoring plan which identifies responsibilities, means of verification and frequency of measurement for each and every indicator. There is a detailed evaluation plan for this project. There is a cost-benefit analysis which provides a detailed analysis of project benefits for recipient farmers and finds a positive rate of return to the project using reasonable assumptions. The project focuses on managing environmental risks and has identified the principal environmental and social risks, as well as mitigation measures required.
