ESSENTIAL COMMUNITY. Supports (ECS) means state-funded services in the community pursuant to Minnesota Statutes, § 256B.0922, for persons not eligible for long-term care waiver services or Nursing Facility services for persons determined ineligible for EW or NF services during 2015 as a result of changes to Nursing Facility Level of Care.
