English Language Learner. Diverse students with different language, academic, and social -emotional needs. ESL - English as a Second Language: ESL instruction is for students whose native language is not English and want to improve speaking, reading, and writing skills. Class placement is determined by test results at registration from beginner to advanced levels. ESL certification is an endorsement certified teachers can add to their state certification. FAPE - Free Appropriate Public Education - Special education and/or related services designed to meet the individual needs of each student at no cost to you, guaranteed to all eligible students with disabilities by the Individuals with Disabilities Education Act (IDEA).
English Language Learner. Program (ELL)
English Language Learner. The School shall provide resources and support to English language learners to enable them to acquire sufficient English language proficiency to participate in the mainstream English language instructional program. Subject to GOAL's unique program and student demographics, the School shall develop and implement procedures, after opportunity for reviewby and comment from the District, for identifying, assessing and exiting English language learners; GOAL's procedures shall be in compliance with all state and federal laws and regulations.
English Language Learner. The participant is a person who has limited ability in speaking, reading, writing or understanding the English language and also meets at least one of the following two conditions (a) his or her native language is a language other than English, or (b) he or she lives in a family or community environment where a language other than English is the dominant language. Note: instead of asking students/learners—this will be either collected by staff, or collected automatically (i.e. triggered by enrollment in ESL classes).

English Language Learner. (ELL) students shall be counted in the calculation of class size for the purpose of complying with the terms of this article as being weighted as 1.0 students. ELL students will be tested annually and the same will be considered when determining grouping plans and individual student placements.
