Engine, Ladder and ARFF Companies. When a transfer of a member to an Engine, Ladder or ARFF Company position is to be accomplished and when such is consistent with the effective and efficient operation of the Fire Department, the transfer to the position to be filled will be made from those personnel who requested it in writing. Such transfer shall be based upon seniority in grade.
