Employer and Union Grievances. The Union or the Employer may initiate a grievance beginning at Step 2 of the grievance procedure. Such a grievance must be filed within fourteen (14) calendar days from the date on which the incident giving rise to the grievance became known or should have become known and shall be in the form prescribed in Step 1. The Union may not institute a grievance directly affecting an employee or employees, which such employee or employees could themselves institute and the regular grievance shall not therefore be bypassed. A Union grievance shall be signed by a Union representative and submitted to the Employer. An Employer grievance shall be submitted by the Employer to a Union representative or to a ▇▇▇▇▇▇▇ and shall be signed by a representative of the Employer.
