Emergency Safeguard Measures. 1. The Parties shall initiate discussions within one year from the entry into force of this Agreement to develop mutually acceptable guidelines and procedures for the application of emergency safeguard measures within five years of the entry into force of this Agreement.

Emergency Safeguard Measures. 1. The Parties shall initiate discussions within one year from the entry enter into force of this Agreement consultations with a view to develop mutually acceptable guidelines and procedures for the application of starting negotiations on emergency safeguard measures within five years no later than 6 months after the date of the entry into force of this Agreement. The results of such negotiations, if any, shall be incorporated into this Chapter in accordance with paragraph 1 of Article 171.
