EL FINANCIAMIENTO DE LA SALUD EN EL PERÚ. En esta sección se presenta información sobre el financiamiento en salud en el Perú. En primer lugar se discute la estructura del gasto y financiamiento de la salud en el Perú y se enfatiza el gasto de los hogares y el del sector público. Asimismo, se presentan estimaciones sobre los requerimientos financieros adicionales para la implementación del aseguramiento universal. La información que se presenta permite llegar a las siguientes 4 conclusiones:  Una primera conclusión es que el Perú tiene un nivel bajo de gasto en salud. El Perú es el país con menor gasto de los países de Sudamérica con tan solo 4.5% del PBI como gasto en salud en el año 2005. Asimismo, en 2005 el gasto per cápita en salud es casi el mismo, en términos reales, al gasto en 1995.  La segunda conclusión es que se encuentra un grado de inestabilidad en el gasto en salud. Especialmente, xx Xxxxxx No. 1 muestra dos aspectos relevantes: i) el gasto en salud ha tenido un comportamiento volátil en los últimos 11 años, y ii) períodos de crecimiento económico no necesariamente incrementan el gasto en salud. Entre el año 1995 y 2002 se encuentra un prolongado y continuo decrecimiento del gasto real per cápita en salud para tener una recuperación entre los años 2003 y 2005. Asimismo, se observa que a pesar que la sociedad cuenta con una mayor capacidad adquisitiva, el gasto en salud puede disminuir. En otras palabras, el crecimiento económico no es garantía de un mayor flujo hacia los servicios de salud.  En tercer lugar, se encuentra que los recursos públicos disponibles para la implementación del aseguramiento universal en el Perú tienen una distribución geográfica poco equitativa. Xx Xxxxxx No. 5 muestra que sólo un pequeño conjunto de regiones cuenta con más recursos financieros para el financiamiento del régimen subsidiado que el costo total de financiar el PEAS para su población. Especialmente Lima cuanta con un superávit significativamente alto. Esta distribución lleva a pensar un criterio selectivo de asignación de los recursos adicionales que se destinen para el financiamiento del aseguramiento universal; exclusivo para las regiones que presentan déficit.  Finalmente, se encuentra que los fondos disponibles son insuficientes para llevar a cabo el proceso de aseguramiento universal en salud.
