DSMOA ELIGIBILITY. ‌‌ 2.1 OVERVIEW‌ In order to participate in the DSMOA Program, there must be a DSMOA that is jointly signed by the State and the Assistant Secretary of Defense (Energy, Installations, and Environment).1 Further information regarding DSMOAs may be obtained from the DSMOA Team. Once a State has a signed a DSMOA, it must then apply for and be awarded a CA in order to obtain funding for eligible services in support of DoD response and restoration at eligible DoD installations. The DSMOA CA application process is described in Section 3 of this Guide. This section of the Guide discusses: • Eligible funding • Eligible State services • Ineligible State services
