Direct Award. Subject to the provisions of Framework Schedule 5, a Contracting Body may directly award a Call-Off Agreement on the basis of the most economically advantageous tender ("MEAT"). The Contracting Body must satisfy itself that its Goods and Services Requirements can be met by the Framework Supplier's Catalogue of the Goods and Services as set out in Framework Schedule 1 (Goods and Services).

Direct Award. 11.1. The framework public body should issue their complete brief in accordance with schedule 5 (Standard Terms of Supply) ensuring that the contractor is made aware that the requirement is a call-off under the framework and forward to the first ranked contractor for consideration. The contractor should review the brief and submit a short proposal along with pricing to the framework public body. The ranking positions are detailed in the table below. 11.2. The framework public body should set a time limit for the receipt of the direct award proposal which takes into account factors such as the complexity of the subject matter of the order and the time needed to submit a proposal. 11.3. On the basis set out above, the framework public body can award its services requirements by placing an order with the successful framework contractor in accordance with the following:  states the services requirements within the brief;  states the charges payable for the services requirements in accordance with the proposal submitted by the successful framework contractor; and  incorporates the Standard Terms of Supply.
Direct Award. If AHDB reasonably believes it has sufficient information to inform its decision, AHDB may select a supplier with which to place an order for provision of the Goods and/or Services without further competition by: (a) the Preferred Supplier will be asked to supply the services. Where the Preferred Supplier advises AHDB that it is unable to supply the services as required by AHDB for any reason or fails to respond to AHDB’s request for services within such reasonable timescale as notified to it by AHDB, AHDB will approach the next highest ranked supplier. The process will be repeated until a supplier confirms it is able to provide the services as required by AHDB. (b) AHDB reserves the right to award directly to the Supplier where due to technical reasons or in order to protect exclusive rights no reasonable alternative or substitute supplier exists; When responding to a direct award, the fees/ pricing shall be in accordance with the maximum rates/ pricing mechanism submitted as part of the Supplier’s tender for this Agreement.

Commercial submissions should be submitted to meet the following options: Contracting for a duration contract: The tenderer is required to provide full detailed costings against indicative volumes/spend, using the price guarantees set under the framework, taking into account any rebates, discounts etc. The fee commission to be quoted must not exceed that specified in the pricing schedule, but can be lower. Contracting for a single order (campaign by campaign basis): The tenderer is required to provide a price proposal for the media proposed to deliver the outputs of the brief, taking into account any rebates, discounts etc. The fee commission to be quoted must not exceed that specified in the pricing schedule, but can be lower. 11.4.
