Development General Requirements. Subject to the applicable provisions of 5 this Agreement, development of the County Property is subject to applicable Governmental 6 Requirements including but not limited to the Tustin General Plan, the Reuse Plan and Specific 7 Plan, the Orange County Flood Control District (“OCFCD”) Cooperative Agreement, required 8 mitigation measures contained in the Final EIS/EIR as applicable to the County Property, and 9 any Redevelopment Plan(s) enacted hereafter with respect to the County Property. 10
