Design and Engineering. Affected System Operator shall commence design and engineering of the Affected System Upgrade Facilities as soon as practicable after it receives written authorization to proceed with design and engineering from the Transmission Developer by the date specified in Appendix A hereto, unless the Transmission Developer and Affected System Operator otherwise agree in writing.
