Definition of Flat Fee Payments. A flat fee is the fixed dollar amount a person is charged for a package of services provided during a defined period of time. An example would be an obstetrician’s fee covering a normal delivery, and the associated pre- and post-natal care. A flat fee group is the set of medical services (i.e., events) that are covered under the same flat fee payment. The flat fee groups represented on the office-based provider file include flat fee groups where at least one of the health care events, as reported by the HC respondent, occurred during 2009. By definition, a flat fee group can span multiple years and/or event types (only outpatient department visits and physician office visits). Furthermore, a single person can have multiple flat fee groups.
