Control Center Operations. Contractor shall provide control center operations that are necessary to operate and dispatch the Transmission System based on the guidelines to be provided by Owner and mutually agreed between the Parties, and such operations shall include the following activities and functions: • Monitor Transmission System indicators including voltage, equipment operations, and alarms. • Review and evaluate the output of Transmission System reliability models. • Input information to reliability systems for Transmission System reliability evaluation. • Operate remote Transmission System operating devices. • Provide reliability dispatch instructions to plants on Transmission System. • Direct Transmission System switching and tagging activities. • Evaluate request for equipment outages and system configuration changes • Respond to Transmission System equipment operations, alarms, abnormal conditions, and emergencies. • Troubleshoot Transmission System equipment operations, alarms, abnormal conditions. • Contact operational and technical support personnel as necessary. • Coordinate Transmission System outages, switching, and restoration with other transmission system operators and customers. • Coordinate blackstart activities with providers of blackstart service. • Direct Transmission System restoration. • Maintain databases for reliability, outage tracking, system operations, and system configuration as necessary for Transmission System. the continued operations of the • Provide Transmission System information to other transmission system operators and transmission providers as necessary for reliability. • Provide operational input to technical studies. • Maintain offsite operation capability. • Review, as requested by Owner, operational impacts of Transmission System service and interconnection agreements. • Initiate NERC transmission loading relief as necessary. • Reconfigure the Transmission System to maximize reliability and/or throughput.
