Contracting Responsibilities. DC Water is responsible for the Blue Plains biosolids management program; however, the Parties may determine that Fairfax County or WSSC may also be responsible for portions of the biosolids management. Specific details regarding such contractual or programmatic responsibilities shall be as set forth in Operating Agreement #6.
