The construction work in this Concession Agreement shall not be considered to be completed until the Construction Completion Certificate has been signed by the Independent Engineer and delivered to the Authority and the Concessionaire, stating that the Concessionaire has completed its construction obligations under the Concession Agreement to the Independent Engineer's satisfaction.
