Conditions to City Obligations. This Agreement shall not be effective with respect to any City obligation hereunder and City shall not be obligated to move forward with any of the terms of this Agreement until the conditions in Section 3.1.1 through Section 3.1.3 (the “Conditions to City Obligations”) are satisfied.
