Component Performance Scoring. Under each of the eight (8) state evaluation criteria, sub elements referred to as components are outlined (see Appendix B). The components of each state criterion should be a helpful factor in the determination by the evaluator of the teacher's performance. However, the parties to this Agreement concur that instead of an evaluator numerically rating each of those components in order to come up with the overall numerical rating for each of the state evaluation criterion, the evaluator is to make an overall judgment of the criteria based on the observations and preponderance of evidence available for each of the components.
