Complete Work. The City may, but in no event is the City obligated to, complete the Work, which Work may be completed by the City’s agents, employees or representatives or the City may retain independent persons or entities to complete the Work. Upon demand, Contractor agrees to pay to the City all of its costs and expenses in completing such Work.
