Complete Street Elements. In 2023 the NYS Legislature amended the relevant laws applicable to the NYS Highway Law Municipal Streets and Highway Program, the Marchiselli Program, to include additional financial assistance to municipalities when a project includes more than one confirmed new complete street design feature that is not replacing an existing Complete Streets element in-kind. See Appendix 3-2 for a list of eligible Complete Street Elements. Projects with eligible complete street elements will have Marchiselli funds applied to the Construction phase at 87.5% of the non-federal share with the remaining 12.5% to be borne by the Sponsor. For a federal aid project consisting of 100% eligible Marchiselli Activities and Complete Street Elements, this would amount to: 80% federally funded, 17.5% state funded, and 2.5% locally funded. If a sponsor contributes more than the required matching share, an over-match, or Non-PIN Share (NPS), the Marchiselli/Complete Street match would still be calculated based on the amount of federal participation.
