Community Development Guidelines. Under Part A(1)(c) of the Project, the Recipient shall: (a) carry out a study under terms of reference acceptable to the Association, to identify, evaluate and recommend appropriate community development guidelines for communities within the area of mineral activities, designed to (i) build the capacities of said communities within a decentralized governmental administrative framework and enhance participation and leadership by members of said communities in the development of their communities; and (ii) align mining investments with local economic development plans; (b) ensure that said study shall be completed and said community development guidelines shall be developed and both shall be furnished to the Association not later than March 31, 2014 for its review and comments; and (c) engage consultants in accordance with the provisions of Section III of this Schedule, and whose qualifications and experience and terms and conditions of employment shall be acceptable to the Association, to assist the Recipient in carrying out said study and preparing said framework.
