Command Security Manager (CSM). The CSM serves as the commanding officer's advisor in matters regarding the eligibility of personnel to access classified information held at the command, ensures that all personnel who will handle classified information or will be assigned to sensitive duties are appropriately cleared; that requests for personnel security investigations are properly prepared, submitted and monitored; and that access to classified information is limited to those who are eligible and have the need to know.
Command Security Manager (CSM). CSM must be a U.S. citizen and possess a favorably adjudicated Tier 5 (T5) background investigation (BI) completed within the past five years prior to assignment or be actively enrolled in Tier 5 Continuous Evaluation CE in accordance with applicable personnel security policies. The CSM must be a military officer, senior non- commissioned officer E-7 or above, or a civilian employee GS-11 or above with sufficient authority and staff to manage the program for the command. All other requirements can be found under reference (b). Duties include: a. Serve as the CO or PM’s advisor and direct representative in matters pertaining to the security of classified information held at the command. b. Develop written command or activity personnel security procedures, including an EAP which integrates emergency destruction drills where required. c. Coordinate the activity security awareness and education program. d. Ensure security control of visits to and from the command or activity when visitors require and are authorized access to classified information. e. Track and complete in and out processing of personnel and ensuring DISS is updated with current status. f. Communicate all gains and losses to and from the command or activity with the OJAG Security Office. g. Ensure all personnel who have had access to classified information who are separating, retiring, or being terminated from employment have completed a Security Termination Statement processed in accordance with reference (b). h. Ensure all personnel execute a Classified Information Nondisclosure Agreement (SF 312) prior to being granted initial access to classified information and records execution of the SF 312 in DISS or successor system. i. Utilize DISS to process the following: (1) Take servicing of employees security records. OJAG Security Office will take ownership and grant initial access. (2) Visit requests. (3) Foreign travel and foreign contacts.
