Client Accounts. 1. Under no circumstances is PROVIDER permitted to commingle funds belonging to clients with PROVIDER’s funds. Client funds shall be kept in separate accounts (“Client Accounts”) such that all monies can be accounted for at all times, and a monthly accounting shall be made available to each client or his or her legal representative. 2. Client Accounts established pursuant to this section shall be subject to audit at any time during normal business hours and without prior notice. 3. If COUNTY discovers a deficiency in any Client Account or if a formal complaint is filed pertaining to such an account, COUNTY or its representative may withhold from PROVIDER funds equivalent to the sum in dispute until settlement is reached.
