CIVIC RESPONSIBILITIES. SECTION 1. Eligible employees who are in a duty status on any election day shall be granted time to vote in accordance with applicable regulations. As a general rule, where the polls are not open at least 3 hours either before or after an employee’s regular hours of work he may be granted an amount of excused leave which will permit him to report for work 3 hours after the polls open or leave work 3 hours before the polls close, whichever requires the lesser amount of time off. SECTION 2. The parties recognize the importance of employee participation in authorized charitable fund raising campaigns, savings programs, blood donor programs, and other charitable and humanitarian activities. It is agreed that such participation shall always be voluntary and that the Employer and the Union shall refrain from exerting pressure upon employees to participate. The Union agrees to encourage participation in such activities.
