Changes to the Draft EIR. In the course of responding to comments received during the public review and comment period on the Draft SEIR, certain portions of the Draft SEIR have been modified and some new information has been added. The Draft SEIR has been the subject of review and comment by the public and responsible agencies prior to the adoption of these Findings. No information has revealed the existence of: (1) a significant new environmental impact that would result from the Project modifications or an adopted mitigation measure; (2) a substantial increase in the severity of an environmental impact; (3) a feasible project alternative or mitigation measure not adopted that is considerably different from others analyzed in the Draft SEIR that would clearly lessen the significant environmental impacts of the Project modifications; or (4) information that indicates that the public was deprived of a meaningful opportunity to review and comment on the Draft SEIR. SBFCA finds that the changes and modifications made to the Draft SEIR after the Draft SEIR was circulated for public review and comment do not collectively or individually constitute significant new information within the meaning of Public Resources Code §21092.1 and CEQA Guidelines §15088.5.
