CENTRAL GRIEVANCES PROCEDURE. 15.1 Effective until April 30, 2019, this procedure applies to differences: a) about the interpretation, application, operation or alleged violation of any central item including the question of whether such difference is arbitrable; b) about the interpretation, application or alleged violation of both a central item and a non-central item including the question of whether such a difference is arbitrable; and c) where the Association asserts that terms are implied or incorporated into the collective agreement including the question of whether such a difference is arbitrable.
