Center for Independent Living. (CIL) A Center for Independent Living shall maintain their VRS Certification and will be permitted to provide IL services under this Professional and Technical Services Master Contract for a maximum of 5 years. Failure to maintain VRS certification will result in the termination of this Professional and Technical Services Master Contract.
