Cell Construction. Cell construction shall be in accordance with the Permit and VDEQ Regulations and all other regulations governing cell construction. Both Parties hereto recognize that the construction of the site is critical, and Green Ridge agrees to provide third party quality assurance of each liner system and allow a County representative to examine that work on a daily basis.

Cell construction shall include, but not be limited to, the following: a 1-foot compacted clay liner with a permeability of 10-7 cm/sec or less in combination with a 60 mil HDPE liner, 18 inches of sand with a leachate collection system, 80 mil HDPE liner covered with 18 inches of sand and a leachate collection system adequately designed to allow identification of the phase from which leachate is collected. Cell Construction. Section II, B. 7, shall be modified so that the second paragraph of that section shall read as follows: The design of the site and the individual cells will be reviewed by County prior to its submission to the State and ▇▇▇▇▇▇▇▇ will make all reasonable changes requested by County to that design. Additionally, all redesigns and applications for permit revisions will be submitted to County and approved by it prior to submission to VDWM, such approval not to be unreasonably withheld.
Cell Construction. Cells shall be constructed to the grades established on the Final Grading Plans in accordance with the approved 2015 Operations Agreements Plans. The cell dimensions shall be in conformance with the typical Cell as shown on the plans in Section 3.3 (Sheet 10 incorporated by reference) unless otherwise approved by the Department. The cell shall be constructed by pushing the waste from the dumping pad to the cell location. Waste shall be spread and compacted on the working face of the cell from the bottom upward unless otherwise approved by the Department. The Contractor shall spread the waste in layers not to exceed two feet in thickness, then compact each layer with at least three passes of the compactor prior to adding the next layer. Bulky and large items in the waste stream shall be placed as low in the working face as possible. The finish surface of the waste shall be evenly graded, free of dips and humps, prior to placement of cover. Prior to cell construction, the Contractor shall scrape intermediate cover from the previous lift in the area where the current day’s waste will be placed and stockpile the dirt for later use. The intermediate cover shall be scraped such that no waste is exposed or mixed into the dirt to be stockpiled. If soil is mixed with small amount of waste it can be used a daily cover. The removal of the intermediate cover shall be in accordance with the required fire breaks shown in plans on Section 3.3 (Sheet 10 incorporated by reference) of contract. Contractor shall coordinate with the County and furnish all the necessary equipment and labor to install the Horizontal and Vertical Gas Collection System piping as shown on plans included in Section 3.3 (Sheets 9 & 11 incorporated by reference). Contractor shall protect pipes from damage during and after the installation. Contractor shall be solely responsible for any damages caused by Contractors' or customers' activities to said facilities. In the event the County repairs said damages, the County may deduct said expenses from any payments County is required to make to the Contractor under this Agreement (See Section 5.1 Compensation). Contractor shall provide labor and equipment costs that are directly associated with the construction of the Horizontal and Vertical Gas Collection System as described Section 3.3 (Sheet 9 & 11 incorporated by reference).
