C - Procedures. The process described in this agreement is dependent upon mutual understanding and cooperation. It, therefore, requires a free and open exchange of views between the negotiation teams. Both parties agree to meet at reasonable times and to negotiate in good faith to reach agreement on matters of mutual concern as listed in Sub Section D.3.
