The Tenant’s proposed sublease or assignment shall be deemed approved if the Council does not either approve or reject the Tenant’s request within 45 days of the date such proposal is submitted to the office of the City Manager. If the City rejects any such subtenant or assignee, the City shall provide the specific basis for the rejection in writing.
