Bypass Steps. If a grievance arises from the action of an authority higher than the immediate supervisor, the Union may present such a grievance at the appropriate steps of the grievance procedure.
Bypass Steps. Where a dispute arises involving a question of general appli- cation or interpretation of this agreement, the Union may ini- tiate a grievance and the parties may mutually agree to bypass Steps 1 and 2 of this Article.
Bypass Steps. The parties may mutually agree in writing to bypass any step or to extend any time requirements. If a grievance is mutually agreed in writing as being outside of the control of the immediate supervisor the grievance will be filed at Step 2. However, the time limits contained in this Article are to be strictly followed and any grievance answer or response which is not provided in a timely manner will result in an automatic decision in favor of the party not in violation of such time requirements. In addition to the above, employee Suspensions without pay and Discharges will begin at step two (2) of the grievance procedure with the employee and union being required to submit the grievance to the Employer’s Director of Human Resources within seven (7) working days of the employee’s Suspension/Discharge.
