Business Agents. Authorized agents of the Union, after having notified the Department Head, shall have reasonable access to the County's establishment and be permitted to visit and converse with employees during regular on-duty hours for the purpose of adjusting disputes, investigating working conditions, and ascertaining that the Agreement is being adhered to; provided, however, that there is no effect on the County's responsibilities toward the general public.
