Building Transfers. It is generally understood that Principals are hired to a district and not a specific building. Based on District needs, the District retains the right to transfer Principals to positions of equal status which afford statutory job protection and comparable pay. Transfers made in a timely manner with understood rational can help diffuse much of the staff and community fallout that can result from late or misunderstood transfers. Notice of transfer, including rationale, shall generally be given to the administrator by May 15; the parties acknowledge that circumstances may arise which will render notice by May 15 impossible and then timely notice in light of the circumstances is expected. Building administrators will have a minimum of 48 hours before announcement of the transfer. The District will provide building coverage to allow the transferred administrator to spend up to 2 days in his/her new building prior to the end of the school year. If a Principal is involuntarily transferred to another position, he/she may request to meet with the Superintendent within 24 hours of his/her notification of the transfer. If such request is made, the District will not make a District-wide announcement of the Principal’s transfer until after the employee has met with the Superintendent. When a Principal moves to a subordinate position (i.e.: from Principal to Assistant Principal) and the assignment is not made due to unacceptable performance or made at the Principal’s written request, the Principal will be considered a “Principal on Special Assignment,” retaining his/her Principal pay and statutory job protection until a base salary step within the new position’s pay level matches (or closely exceeds) the employee’s current base salary step, at which point he/she will be placed on an appropriate salary step within the new position’s level and their classification of “Principal on Special Assignment” will be converted to their appropriate new position title.

Building Transfers. COMPENSATION TO TEACHERS The per diem rate for teachers moving to another building shall be as follows: G. TUITION REIMBURSEMENT
1. Courses to be considered for tuition reimbursement must relate directly to the staff member’s present assignment.
2. Prior approval must be granted at least two weeks in advance of course registration by the building principal, and the Executive Director of Personnel. The form, Application for Courses to be Claimed for Tuition Reimbursement, shall be used for communicating requests and subsequent actions.
3. Successfully completed courses shall be approved for tuition reimbursement upon receipt of an official transcript bearing the signature and seal of the college or university and proof of payment. Payment will be made within three weeks from the date of receipt of official transcripts in the Superintendent’s office. (Provision of transcripts is the responsibility of the staff member.)
4. Reimbursement of tuition costs shall be subject to the following additional considerations:
a. Nine (9) credits shall be the maximum number of credits eligible for tuition reimbursement from July 1 through June 30.
b. Eligible staff members shall be full time and currently employed in the school district. Staff members on an unpaid leave of absence will not be eligible.
c. Courses completed will be reimbursed at a percentage of the SUNY rate, depending on final grade: Pass = 100%, Fail = 0%
d. Teachers matriculated in a non-SUNY institution as of July 1, 2003, may continue to be reimbursed at that institution’s rate,
5. Exceptions that enhance any of the above regulations may be considered by the Superintendent of Schools.
Building Transfers. If a building administrator is involuntarily transferred to another position, they may request to meet with the Superintendent within 3 business days of their written notification of the transfer. If such a request is made, the District will not make a District-wide announcement of the building administrator’s transfer until after the employee has met with the Superintendent. When a building administrator moves to a subordinate position (i.e. from Principal to Assistant Principal) and the assignment is not made due to unacceptable performance or made at the administrator’s written request, the building administrator will retain their pay and statutory job protection until a base salary step within the new position’s pay level matches (or closely exceeds) the employee’s current base salary step, at which point they will be placed on an appropriate salary step within the new position’s level.
Building Transfers a. Teacher initiated.
i. Any teacher currently teaching in Stillwater Public Schools and wishing to transfer to a different building will submit an electronic transfer request via the SPS website and submit and complete an online application in the applicant tracking system in order to be eligible for transfer. This will allow each principal to electronically review the teacher’s application in order to consider them for the position.
ii. If the transfer request is approved for the next level of consideration, the teacher will be guaranteed an interview with the selection committee at the school where the vacancy occurs as part of the normal site selection process. The teacher will be notified of the placement decision once it is made.
iii. If the teacher is not selected to fill the vacancy, the request for transfer will remain active until the first day of the coming school year, unless the teacher notifies the Director of Human Resources and the two (2) building principals involved that the transfer request should be removed.

i. ii. b. Administrator initiated
i. A teacher may be transferred to an alternate building by administrative action for such reasons as decline in student enrollment, personnel staffing vacancies, and curricular and instructional needs. Said teacher will be notified in writing at the earliest possible time.
ii. New teacher shall not be assigned to a position until all transfer requests related to that position have been reviewed.
