Available Additional Time. As openings occur or an additional time is available as a result of a vacancy within a classification of employment due to absence, vacation or for other reasons, the senior employee capable of performing such work within that classification shall be afforded the opportunity to work the additional time (provided there is no overtime pay) prior to substitute personnel being afforded such additional time.
