When the employment of an employee who has been granted more vacation, sick leave or special leave with pay than he has earned is terminated due to death or lay-off, the employee shall be considered to have earned that amount of leave with pay granted to him. an employee is in receipt of an allowance and is on leave of absence with pay, the employee shall continue to receive that allowance. When an employee is on leave of absence without pay, the employee shall not be entitled to any pay, allowances or benefits during the period of leave of absence without pay.
