The 'Area Panels' clause establishes the creation and operation of panels designated for specific geographic or functional areas within an organization or agreement. Area Panels. In the event the parties cannot agree on individuals to serve on these panels, or to fill any vacancies which may exist, a list of seven (7) arbitrators will be supplied by the Federal Mediation and Conciliation Service for each selection to be made. The parties shall then proceed by alternately striking names from the list until only one individual remains. Thereafter, the parties shall offer the selected individual a position on the panel.
