Approval of Communications. Description The CONTRACTOR must receive pre-approval from the DEPARTMENT of all communication materials specified by the DEPARTMENT prior to distribution to PARTICIPANTS, potential PARTICIPANTS, and EMPLOYERS participating in the HEALTH BENEFIT PROGRAM.
