Annual Block Leave. Vacation time shall be selected on the basis of seniority, provided, however, that each employee will be permitted to exercise his right of seniority only once annually for one block of time. Thereafter, conflicting requests for the same vacation time shall be resolved on the basis of prior scheduling.
