AMENDMENT OF CONSTITUTION. 14.1 Alterations in the Constitution may be made at any meeting of the Council. Notice of such proposed alteration must be in the hands of the Joint Secretaries at least 28 days before the date fixed for the meeting at which it is desired to have it considered, and shall be reported by them to each of the organisations at least 21 days before that date.
