This appendix contains general principles for determining allowable costs incurred by the Grantee under grants, contracts, and other agreements with the Department utilizing state funding. These guidelines apply to all Department grants, except to the extent a requirement in a Targeted Grant conflicts with these Expenditure Guidelines, in which case the Targeted Grant requirement controls.
