Additional Recitals. 2.1 The previously stated Recitals are incorporated herein and made a part hereof as though fully set forth. 2.2 The City has determined that the long-term operation of the HSSO will result in substantial benefits to the City, and its citizens including, without limitation, the creation of new employment opportunities, property tax revenues, sales tax revenues and other ancillary benefits. Accordingly, the City has also determined that its entry into this Covenant Agreement and its purchase of the Covenants serve a significant public purpose, while providing only incidental benefits to a private party.
