Access Road. An existing or pro- posed public highway which is needed to provide essential highway transpor- tation services to a defense installa- tion. (This definition may include pub- lic highways through military installa- tions only when right-of-way for such roads is dedicated to public use and the roads are maintained by civil author- ity.)
