AFD provides a second sovereign loan to finance Serbia’s national solid waste management program, in line with EU standards. CONTEXT The waste sector is a key environmental challenge for Serbia’s EU accession, requiring significant investment to meet EU standards. Decades of underinvestment and insufficient planning have resulted in inadequate waste management infrastructure, including collection, transport, treatment, and recovery. The national municipal waste collection rate is 82%, with large disparities between municipalities (25-100%) and urban/rural areas. PROJECT DESCRIPTION The program, co-financed by the EBRD, aims to modernize solid waste management infrastructure and improve stakeholder engagement. Phases 1 and 2 include eight sub-projects covering one-third of the country's municipalities, addressing all stages of waste management: collection, sorting, transport, disposal, and recovery (recycling, energy from landfill biogas). Phase 3 will provide additional funding for existing sub-projects and support the development of new regional waste management center.
