Bando di concorso per l’ammissione al corso di Dottorato di ricerca di Interesse Nazionale in Teaching & Learning Sciences: Inclusion, Technologies, Educational Research and Evaluation (ciclo XXXIX – AA.AA. 2023/2026)
Art. 1 Istituzione
1. È indetto il concorso pubblico per l’ammissione al corso di Dottorato di ricerca di Interesse Nazionale in Teaching & Learning Sciences: Inclusion, Technologies, Educational Research and Evaluation del ciclo XXXIX (AA.AA. 2023/2026), Come indicato nella scheda descrittiva del corso (All. A), il corso di dottorato avrà durata triennale, a decorrere dal 01/11/2023 al 31/10/2026.
2. Nell’ambito del presente bando sono messi a concorso i seguenti posti:
N. 1 posto con borsa di studio a tematica vincolata, di cui al D.M. 117 del 02/03/2023;
N. 48 posti con borsa di studio a tematica vincolata, di cui al D.M. 118 del 02/03/2023;
N. 6 posti con borsa di studio, finanziata dagli Enti o dagli Atenei partner;
N. 2 posti senza borsa di studio.
3. La distribuzione dei posti disponibili tra le diverse sedi partner e tra i diversi curricula è quella indicata
nell’Allegato B.
4. I dettagli e gli obblighi relativi ai posti disponibili per ciascun curriculum sono riportati nelle singole schede dei curricula (Allegati C, D, E, F, G, H), le quali costituiscono parte integrante del presente bando.
5. Il presente bando ha valore di notifica a tutti gli effetti. Eventuali modifiche, aggiornamenti o integrazioni al suo contenuto saranno resi noti, in via esclusiva, con la pubblicazione sul sito internet: xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx-xx-xxxxx/xxxxx-xxx-0000.

Art. 2
Requisiti per l’ammissione
1. Xxxxxxx presentare domanda di partecipazione al concorso, senza discriminazioni di genere, età, religione e nazionalità, coloro che, alla data di scadenza del bando, siano in possesso di diploma di Laurea (ante DM 509/99) o di Laurea Specialistica / Magistrale / Magistrale a ciclo unico, o di titolo accademico di secondo livello rilasciato dalle istituzioni facenti parte del comparto AFAM (Alta Formazione Artistica e Musicale) o, in alternativa, di analogo titolo accademico non italiano (Master’s Degree) conseguito presso un’Università estera, riconosciuto idoneo per la partecipazione al concorso dalla commissione esaminatrice.
2. Tutti i candidati, nel presentare la domanda di ammissione al concorso, debbono allegare copia o autocertificazione del diploma/certificato di laurea e l’elenco degli esami sostenuti, se conseguito in Italia, o copia dei certificati di Bachelor’s e Master’s degree ed i relativi elenchi degli esami sostenuti, se conseguiti all’estero, il tutto corredato eventualmente da traduzione in lingua italiana o inglese ed ogni altra documentazione ritenuta utile a valutare l’ammissibilità del titolo posseduto per la partecipazione al concorso (es. Diploma Supplement, Dichiarazione di Valore in Loco etc.). Tutti i candidati saranno ammessi alla selezione con riserva e saranno esclusi dalla selezione e dal corso di Dottorato qualora, a seguito di verifica, risultasse che il titolo non sia conforme ai requisiti per l’accesso a corsi di terzo livello.
3. La domanda di partecipazione può essere, altresì, presentata da coloro che conseguano il titolo di studio richiesto, di cui al comma 1, entro la data di immatricolazione al corso di dottorato, e comunque non oltre il 31/10/2023. In tal caso l’ammissione al concorso è disposta con riserva e l’eventuale immatricolazione è disciplinata secondo quanto stabilito dal successivo art. 6 comma 3.
Art. 3
Domanda di partecipazione
1. La domanda di partecipazione dovrà essere redatta, a scelta, in lingua italiana oppure in lingua inglese, ed inviata esclusivamente tramite la procedura informatizzata disponibile all’indirizzo web xxxxx://xxxx.xxxxxx.xx/xxxxx/xxxx-xxx-0000/, entro le ore 23:59 (ora italiana) del trentesimo giorno successivo a quello di pubblicazione del presente avviso nell’Albo Ufficiale d’Ateneo (xxxxx://xxx.xxxxx.xx/xxxx_xxxxxx), allegando una copia di un valido documento di identità (carta d’identità o passaporto) e la copia della ricevuta di pagamento del contributo obbligatorio di partecipazione al concorso dell’importo di € 15.
Eventuali domande presentate con modalità diverse non saranno prese in considerazione.
2. Il contributo obbligatorio di partecipazione al concorso deve essere assolto tramite il sistema di pagamento PagoPA, disponibile nel Portale dei pagamenti UNIMC, come di seguito indicato:

Il contributo obbligatorio di partecipazione al concorso non è in alcun caso rimborsabile.
3. Il mancato perfezionamento della procedura telematica entro i termini previsti o la mancanza della dichiarazione del titolo di studio, di cui all’art. 2 comma 1, o la mancanza del documento di identità (carta d’identità o passaporto) o la mancanza della copia della ricevuta di pagamento del contributo di partecipazione al concorso comporteranno l’esclusione dalla procedura di selezione.
4. Coloro che intendano candidarsi per un posto con borsa di studio non devono aver mai beneficiato di una borsa di dottorato, neanche parzialmente. Tale condizione va autocertificata nella domanda di partecipazione.
5. Ciascun candidato può presentare una sola candidatura, per il presente bando. Nel caso siano trasmesse più candidature, sarà considerata valida soltanto l’ultima candidatura pervenuta in ordine di tempo.
6. In fase di compilazione della domanda è necessario specificare il curriculum e la tematica di ricerca, per la quale s’intende presentare la candidatura, tra quelle disponibili nell’ambito del curriculum selezionato.
7. I candidati devono inoltre redigere, all’interno dell’applicativo, un’ipotesi di progetto di ricerca inerente alla tematica selezionata, di massimo 13000 caratteri spazi inclusi, con preciso riferimento al quadro epistemologico e metodologico.
8. I titoli, le pubblicazioni ed ogni altro documento richiesto debbono essere presentati in formato elettronico .pdf e allegati esclusivamente alla domanda online.
9. Fatto salvo quanto previsto per il titolo di accesso al precedente art. 2 comma 3, gli altri titoli presentati dovranno essere stati conseguiti entro la scadenza del presente bando.
10. Non è possibile modificare o integrare la domanda di partecipazione una volta inviata.
11. Le comunicazioni relative al presente concorso avverranno tramite il sito web all’indirizzo xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx-xx-xxxxx/xxxxx-xxx-0000. Comunicazioni relative a singoli candidati saranno inviate all’indirizzo e-mail di contatto indicato nella domanda online.
12. L’Università non assume alcuna responsabilità per eventuali malfunzionamenti dovuti a problemi tecnici e/o sovraccarico della linea di comunicazione, e/o dei sistemi applicativi, né per la dispersione di comunicazioni derivanti da inesatte indicazioni dell’indirizzo e-mail di contatto da parte del candidato, né per eventuali disguidi imputabili a fatti di terzi, al caso fortuito o di forza maggiore.

13. La verifica della validità delle domande sarà effettuata dall’Amministrazione dopo la scadenza del termine stabilito al comma 1 del presente articolo. In caso di non ammissibilità della domanda o di esclusione dalla procedura di concorso, il candidato sarà avvisato tramite e-mail. L’Amministrazione si riserva di disporre accertamenti in ordine alla veridicità di quanto dichiarato nella domanda di partecipazione. Chiunque rilasci dichiarazioni mendaci è punito ai sensi della normativa vigente in materia.
Art. 4
Commissione esaminatrice per l’ammissione al corso
1. La Commissione esaminatrice per l’ammissione al corso di Dottorato è formata in modo da assicurare la partecipazione di componenti stranieri o esterni ai soggetti convenzionati, ai sensi dell’art. 11 co. 3 del D.M. n. 226 del 14/12/2021), ed è nominata con provvedimento del Rettore.
2. La presidenza delle Commissioni è assunta dal Coordinatore del corso di Dottorato o da suo delegato.
3. I provvedimenti di nomina delle Commissioni giudicatrici saranno pubblicati, successivamente alla scadenza del bando, sulla pagina web dedicata al concorso xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx- ricerca/ammissione-ai-corsi/bando-din-2023.
Art. 5 Procedura di selezione
1. L’ammissione ai corsi di dottorato avviene previo superamento di una procedura di selezione per titoli ed
xxxxx volta ad accertare la preparazione, la capacità e l’attitudine del candidato alla ricerca.
2. Ciascuna candidatura sarà oggetto di una valutazione preliminare, sulla base dei criteri previsti dal corso di dottorato e dichiarata, con giudizio motivato, ammissibile o non ammissibile al colloquio.
3. L’esito della valutazione preliminare sarà pubblicato nel sito web all’indirizzo

4. La convocazione per il colloquio avverrà attraverso la pubblicazione del calendario d’esame nel suddetto sito web ed avrà valore di notifica ufficiale agli interessati. I candidati ammessi sono, quindi, tenuti a presentarsi al colloquio, senza alcun preavviso, nella data e secondo le modalità indicate nel sito web, all’indirizzo xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx-xx-xxxxx/xxxxx-xxx-0000, esibendo un valido documento di riconoscimento.
5. La mancata presentazione al colloquio sarà considerata come rinuncia al concorso.
6. È ammessa la possibilità di sostenere il colloquio in presenza oppure in videoconferenza, specificando la modalità prescelta nella domanda di partecipazione.
7. I colloqui si svolgeranno secondo il calendario che sarà pubblicato nel sito web all’indirizzo xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx-xx-xxxxx/xxxxx-xxx-0000, con indicazione del luogo previsto per l’esame in presenza e il link per coloro che sosterranno l’esame in videocollegamento.
8. I candidati ammessi saranno esaminati dalla Commissione, che procederà a valutare l’attinenza dei titoli presentati, del profilo formativo, delle competenze, delle esperienze e delle attitudini rispetto alla proposta progettuale e ad accertare anche la conoscenza delle lingue indicate nella domanda di partecipazione.
9. Al termine del colloquio verrà attribuito un punteggio, su scala da 1 a 10, e il concorso si intenderà superato con un punteggio pari o superiore a 7. In caso di parità di punteggio, avrà precedenza il candidato con minore età anagrafica.
10. La Commissione di colloquio formulerà, per ciascun curriculum, graduatorie separate per tipologia di posto e per tematica.

11. Qualora non risultino idonei per una delle posizioni bandite, la Commissione attribuirà al candidato idoneo con il miglior punteggio nell’ambito del medesimo curriculum tale posizione. In caso di parità di punteggio, il posto verrà assegnato al candidato con minore età anagrafica.
12. Le graduatorie saranno approvate con Decreto Rettorale e pubblicate all’indirizzo xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx-xx-xxxxx/xxxxx-xxx-0000 con valore di notifica ufficiale.
13. Dal momento che ciascun tipo di posizione e la sua tematica di ricerca prevedono specifici requisiti ed obblighi, come dettagliati nelle schede descrittive dei curricula, l’accettazione di una determinata posizione comporta il rispetto dei suddetti.
14. Non è prevista la possibilità di accedere ad alcuna posizione rinunciando alla borsa di studio.
15. Il vincitore di posto con borsa di studio che sia dipendente pubblico è ammesso con riserva fino all’ottenimento del congedo straordinario per motivi di studio senza assegni, per l’intera durata del corso (01/11/2023 - 31/10/2026). Qualora non ottenga il predetto congedo senza assegni, non sarà consentita la sua immatricolazione.
16. Il vincitore di posto con borsa di studio che divenga dipendente pubblico nel corso del triennio di dottorato, è tenuto a presentare domanda di collocamento in congedo straordinario per motivi di studio senza assegni, all’Ente pubblico di appartenenza, dalla presa di servizio e fino al completamento della frequenza del corso di dottorato. Qualora non ottenga il predetto congedo senza assegni, non potrà proseguire il corso di studi.
17. Tutti i candidati, al termine delle procedure concorsuali, riceveranno copia del giudizio di valutazione espressa dalla Commissione in seduta di valutazione preliminare e di colloquio, nel rispetto dei principi sanciti dalla Carta Europea dei Ricercatori.
Art. 6 Immatricolazione ai corsi di Dottorato
1. Per effettuare l’immatricolazione ai corsi di Dottorato è necessario:
a) accedere al sito web xxxxx://xxxxxxxx.xxxxx.xx./Xxxx.xx e registrare la propria domanda di immatricolazione, entro il termine indicato nel provvedimento di approvazione degli atti del concorso;
b) procedere al pagamento della prima rata delle tasse e/o contributi previsti (Piano tasse), entro il
termine indicato per l’immatricolazione;
c) inserire nella sezione “Allegati carriera” della domanda di immatricolazione, i seguenti documenti:
• Dichiarazione del percipiente (per tutti i vincitori di borsa);
• Copia dell’attestazione ISEEU 2023 o dell’attestazione ISEE per dottorato di ricerca 2023 (per tutti i vincitori di borsa, che vogliano avvalersi della riduzione della seconda rata delle tasse)
• Fotocopia del permesso di soggiorno o della richiesta di rilascio presentata (solo cittadini non europei)
• Copia di polizza di assicurazione sanitaria (privata o del SSN) (solo cittadini non italiani).
2. L’immatricolazione dei vincitori, come nominati nella graduatoria finale di merito, deve essere perfezionata, a pena di esclusione, entro il termine indicato nel provvedimento di approvazione della graduatoria di merito, che sarà pubblicato nel sito xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx- ricerca/ammissione-ai-corsi/bando-din-2023.
3. Il mancato conseguimento del titolo di accesso entro i termini stabiliti all’art. 2 co.3, comporta la non
ammissibilità al corso di dottorato e dunque l’impossibilità di procedere con l’immatricolazione.
4. Non sarà inviata ai suddetti vincitori alcuna ulteriore comunicazione in merito alla scadenza delle immatricolazioni.

5. I vincitori che non procederanno all’immatricolazione entro i termini indicati saranno considerati tacitamente rinunciatari.
6. Nel caso di rinuncia, espressa o tacita, da parte di candidati vincitori, si procederà allo scorrimento della graduatoria e al subentro delle posizioni utili.
7. Il ricevimento da parte dell’Amministrazione della domanda di immatricolazione e l’avvenuto pagamento delle tasse e/o dei contributi dovuti, entro il termine stabilito, sono necessari ai fini della conferma dell’accettazione del posto e del perfezionamento dell’immatricolazione, pena l’esclusione.
8. Non è ammessa in alcun caso la restituzione delle tasse e/o contributi di immatricolazione già versati.
9. L’iscrizione ad un corso di Dottorato di ricerca è compatibile con la contemporanea iscrizione ai corsi di studio universitari di cui alla Legge n. 33 del 12/04/2022.
Art. 7
Ulteriori adempimenti per candidati con titolo di accesso estero e per candidati richiedenti visto
1. I vincitori con titolo di accesso conseguito in Paesi extra UE, che non abbiano già fornito, in sede di presentazione della domanda di partecipazione al concorso, un documento utile ai fini della dichiarazione di autenticità ed equivalenza del titolo di secondo livello conseguito (es. Diploma Supplement, Dichiarazione di Valore in loco rilasciata dalle Autorità diplomatiche italiane nel Paese in cui è stato conseguito il titolo, attestazione di autenticità e comparabilità rilasciata da centri come ENIC-NARIC), dovranno fornire tale documentazione in fase di immatricolazione (nella sezione “Allegati carriera”) o comunque entro due mesi dalla data di inizio del corso.
2. L’Università si riserva la facoltà di richiedere la dichiarazione di autenticità ed equivalenza anche per titoli
conseguiti in Paesi UE, e di richiedere l’esibizione della documentazione in originale.
3. I candidati in possesso di titolo estero che non dovessero esibire la documentazione richiesta al momento della presentazione della domanda di ammissione al concorso o dell’immatricolazione sono iscritti con riserva e verranno successivamente esclusi dal corso di dottorato, con l’obbligo di restituire le mensilità della borsa di studio eventualmente percepite, qualora non provvedano ad esibire tale documentazione o, a seguito di verifica, il titolo prodotto non risulti conforme ai requisiti di cui all’art. 2.
4. Dopo aver completato l’immatricolazione, i candidati che necessitano di visto per soggiornare sul territorio italiano devono registrarsi sul portale Universitaly, fare “domanda di preiscrizione” al corso di dottorato e seguire la procedura ivi indicata ai fini del rilascio del visto.
5. All’arrivo in Italia, si richiede, inoltre, di inviare tempestivamente a xxxxxx.xxxxxxxxx@xxxxx.xx, ai fini del pagamento della borsa, i seguenti documenti:
a) permesso di soggiorno valido. Coloro che non ne siano in possesso devono richiederlo entro 8 giorni dall’arrivo in Italia seguendo la procedura indicata sul Portale di Ateneo ed inviare copia della ricevuta assicurata rilasciata dalla Questura;
b) codice fiscale, rilasciato dall’Agenzia delle Entrate italiana. Coloro che non ne siano in possesso dovranno richiederlo seguendo le istruzioni presenti sul Portale di Ateneo.
Art. 8
Adempimenti in capo ai beneficiari delle borse finanziate dai D.M. 117/2023 e D.M. 118/2023
1. I dottorandi vincitori delle borse finanziate dai D.M. 117/2023 e D.M. 118/2023 sono tenuti al rispetto degli obblighi ministeriali previsti dal Linee guida per la rendicontazione destinate ai soggetti attuatori degli interventi del PNRR Italia di cui il ministero dell'università e della ricerca è amministrazione titolare.
2. Gli adempimenti stabiliti dal Ministero dovranno essere assolti per il tramite della preposta piattaforma ministeriale dedicata ai borsisti e nella suddetta, in particolare, dovranno essere inseriti la Dichiarazione

di accettazione della borsa di dottorato (All. 1 alle Linee guida) e i Report semestrali relative alle attività svolte (All. 2 alle Linee guida).
Art. 9
Borse di studio e altri benefici
1. L’importo della borsa di studio per la frequenza dei corsi di dottorato, fissato dal D.M. n. 247 del 23/02/2022, è pari ad un lordo percipiente annuo di € 16.243,00.
2. L’assegnazione della borsa di studio comporta l’iscrizione alla Gestione Separata dell’INPS, ai sensi dell’art. 2 c.26 della Legge n. 335 del 08/08/1995, e ad essa si applicano, in materia fiscale, le disposizioni di cui all’art. 4 della Legge n. 476 del 13 agosto 1984.
3. Il godimento della borsa di studio esclude l’instaurarsi di un rapporto di lavoro subordinato con l’Università.
4. La borsa di studio non è cumulabile con l’emolumento degli assegni di ricerca, né con altra borsa di qualsiasi genere, tranne quelle concesse da istituzioni nazionali o straniere utili ad integrare, con soggiorni all’estero, l’attività di formazione e di ricerca dei borsisti.
5. L’assegnazione della borsa di studio è annuale e viene confermata, previo superamento delle prove di
verifica per l’ammissione all’anno successivo, da parte del Collegio dei Docenti.
6. L’importo della borsa di studio è incrementato nella misura del 50% per lo svolgimento di attività di ricerca
all’estero, autorizzato dal supervisore, per un periodo complessivo di 6 mesi.
7. Per lo svolgimento dell’attività di ricerca in Italia e all’estero a ciascun dottorando del corso di dottorato di interesse nazionale è assicurato un budget annuale di importo pari al 20% dell’importo della borsa, ai sensi dell’art. 9 co. 4 del D.M. n. 226 del 14/12/2021.
8. I dottorandi non titolari di borsa di studio beneficiano di un contributo per la mobilità internazionale a titolo di rimborso delle spese sostenute per lo svolgimento delle attività all’estero, per un periodo massimo di 6 mesi.
Art. 10
Tasse e contributi universitari
1. L’importo degli oneri (tassa regionale per il diritto allo studio, premio per l’assicurazione civile e imposta di bollo) e del contributo onnicomprensivo annuale (COA) per la frequenza dei corsi di dottorato sono indicati alla pagina web xxxxx://xxx.xxxxx.xx/xx/xxxxxxxxx-xx-xxxxxxx/xxxxxxxxxx/xxxxxxxxxx-x-xxxxx.
2. L’importo del contributo onnicomprensivo annuale (COA) dipende dall’ammontare ISEE per dottorato di ricerca, come stabilito dal Regolamento in materia di contribuzione studentesca, consultabile alla pagina web xxxxx://xxx.xxxxx.xx/xx/xxxxxx/xxxxxxxxx/xxxxxxxxxxx-xx-xxxxxx/xxxxxxxxx-x-xxxxxxxx.
3. In applicazione del comma 262 della Legge di stabilità 2017 (Legge n. 232 del 11/12/2016), gli immatricolati privi di borsa di studio sono esonerati dal pagamento delle tasse di iscrizione, ma sono tenuti al pagamento della tassa regionale per il diritto allo studio, del premio per l’assicurazione civile e dell’imposta di bollo.
4. È garantito l’esonero tasse, ad eccezione del premio per l’assicurazione civile e dell’imposta di bollo, ai soggetti:
a) che risultino beneficiari o idonei per il conseguimento della borsa ERDIS;
b) con disabilità, con riconoscimento di un’invalidità pari o superiore al 66%, ai sensi della disciplina nazionale in materia;
5. La rinuncia successiva all’immatricolazione o la decadenza dal corso non danno diritto al rimborso dei contributi versati.

Art. 11 Trattamento dei dati personali
1. Ai sensi dell’art. 13, Regolamento 2016/679/UE - GDPR, l’Università degli Studi di Macerata si impegna a rispettare il carattere riservato delle informazioni fornite dal candidato: tutti i dati comunicati saranno raccolti e trattati solo per le finalità connesse e strumentali al concorso, nel rispetto delle disposizioni vigenti.
2. Il Titolare del trattamento dei dati personali è l’Università degli Studi di Macerata, con sede in Macerata, via Crescimbeni n. 30-32, nella persona del Magnifico Rettore quale Rappresentante legale. 3. Presso il Titolare del trattamento è presente il Responsabile della protezione dei dati, nominato ai sensi dell’articolo 37 del GDPR. Il Responsabile della protezione dei dati può essere contattato al seguente indirizzo mail: xxx@xxxxx.xx.
4. Gli atti concorsuali sono pubblici e ai sensi della Legge n. 241 del 07/08/1990, è garantito a chiunque abbia un interesse giuridicamente rilevante il diritto di accesso agli atti concorsuali, da esercitare entro sessanta giorni dalla data di approvazione degli atti.
Art. 12
Responsabile del procedimento amministrativo
1. Ai sensi della Legge n. 241 del 07/08/1990 e s.m.i., è individuato quale Responsabile del procedimento amministrativo per il concorso il xxxx.
