Youth development program means a local program designed to accomplish the broad purposes of Article 19-A of the Executive Law to promote positive youth development by undertaking activities to prevent delinquency and youth crime while advancing the moral, physical, mental and social well-being of youth. Provided, however, that the term “youth development program” does not include approved runaway programs or transitional independent living support programs as such terms are defined in Section 532-a of the Executive Law.
