The total amount the State may pay to Contractor under any individual Work Order authorized this Agreement for performing all Work, as well as all Travel and Living Expense and/or Reimbursable Expenses specified therein, shall not in any event exceed the Total Amount Encumbered to Date specified on the face of the Work Order Authorization Form applicable to that Work Order.
Consultant assumes all liability and risks associated with commencing performance on a Service Work Order prior to authorization in accordance with the Service Work Order Authorization Process detailed in Exhibit C, including nonpayment for any Work performed, prior to Judicial Council authorizing the Work.
The Establishing JBE under this Agreement will place orders and authorize Judicial Council Work via a Purchase Order or Service Work Order, described in the Judicial Council Service Work Order Authorization Process, added as Appendix A.
Consultant's invoices shall include the name of the person who performed the Services, a brief description of the Services performed and/or the specific task in the Scope of Services or Written Work Order Authorization, the date the Services were performed, the number of hours spent on all work billed on an hourly basis, and a description of any reimbursable expenditures.
City will reimburse Consultant and its sub-consultants, if any, for their usual and customary out-of-pocket expenses incurred in furtherance of the Scope of Services or Written Work Order Authorization, as such expenses are described in Exhibit A.
Completion of each WOA is subject to State approval, as described in Section 15, Work Order Authorization Acceptance or Rejection, below.
Contractor shall prepare a WOA using Exhibit 4: Work Order Authorization (WOA) document.

The change order request shall be a consecutively numbered Work Order Authorization Form sent by the Contractor to PennDOT’s Project Manager describing the proposed change.
To that extent the parties will utilize the Work Order Authorization process, discussed in Section 14, to collaborate in good faith to further refine the Statement of Work, to clarify or add the information necessary for the successful performance of the Agreement, and to add scope or capacity.
