Winning candidate means a candidate who is elected after receiving at least 50 percent plus one vote in an instant-run-off election, or after reaching the winning threshold required in a single transferrable vote election, or because the number of continuing candidates and other winning candidates is less than or equal to the number of seats to be filled.
