Any person who owns, operates, maintains, or connects an Illegal Facility shall be punished by a fine of not less than two hundred fifty dollars ($250.00) per day nor more than five hundred dollars ($500.00) per day while such Illegal Facility is connected to the Distribution System. b. Except as described in Rule 1.06(a) above, violations of this ordinance are declared to be detrimental to the public welfare.
