Wide access to justice means precisely that: access to justice must be extensive, comprehensive, and wide-ranging. The very objective of Article 11 is indeed specifically to ensure the broadest possible access to review. 16 It covers all its elements, such as standing, but also costs. It is stated to apply whenever the Member State is exercising its discretion in setting out detailed procedural rules. In fact, it is termed as a limitation to that discretion. 17
