Absent the prior written consent of United Bulk Terminal, no Visitor or Visitors, including, but not limited to any User, crew members, shipper, river transportation operator, launch service operator, master, owner, charterer, operator or agent, shall be allowed access to any of the Terminal facilities, docks or buoys while any Vessel is moored or berthed at any such United Bulk Terminal facility, dock or buoy.
