used tyres means tyres which are no longer serviceable or can no longer be used in any vehicle or are removed from any vehicle and not meant for retreading or to be repaired for use in any vehicle; and
used tyres means any tyres which the holder discards or intends or is required to discard and which constitute waste within the meaning of Article 3(ee) of the RGGR, as amended by Decree-Law No 73/2011 of 17 June 2011;
